Specialized Training of the Judiciary and Law Enforcement Authorities to Address Organized Crime and Global Challenges

  • Overview

    2009-2010 marks the opening of a new UNICRI Office in Vientiane, Lao PDR, to manage and support the programme Specialized Training of the Judiciary and Law Enforcement Authorities to Address Organized Crime and Global Challenges: Enhancing Capacity Building of the Lao Criminal Justice System.

    The main component of this programme is the set-up of a Training Institute for the legal sector in Vientiane. This will offer courses on a long term basis to judicial personnel, including judges, prosecutors, lawyers, police officers and government officials.

    The aim is to create the preconditions to prevent and counter the growing threat of organized crime in a country that is, though still listed as a Least Developed Country by the World Bank, becoming one of the fastest growing economies in South East Asia. In order to respond to this critical situation affecting the whole region and to face the challenges of an emerging economy, the preliminary step is to establish a judiciary responding to international standards. This can only be done by strengthening the capacities of law professionals, a need clearly identified as a priority within the government and the donor community.
